The wife to Homa Bay County Assembly Clerk Bob Kephers Otieno, Mrs. Eveline Awino Ogutu has received a demand letter from the Ethics And Anti-Corruption Commission. The Commission is demanding that Mrs. Ogutu refunds Ksh. 26,272,460/= to the county assembly coffers, she illigally received through her sole proprietorship firm Nyangume Enterprise. In a letter dated 7th/03/2018 reference No. EACC/KSI/IS/002/2018 in our possession,the commission says, and we quote "investigations conducted by the commission have revealed that Nyangume Enterprise which was registered on July 17th 2013 vide registration no.1/2013/228656 is a sole proprietorship business run by yourself. Further investigations have revealed that the said business is locate on plot No. C192 Varsity Plaza in Kisumu" The letter is signed by Edwin Waudo for the commission.
This comes soon after it was earlier reported in the local media that the wife of a senior Homa Bay County Assembly official had been drawing a six figure sum in salary and allowances every month from the assembly. The woman is not an employee of the county assembly. The woman has also been receiving Sh50,000 a month pay from the executive wing of the county, where she is employed at a health institution. A company registered in her name is also a key supplier of the assembly.
It is alleged that the assembly has been paying millions of shillings to companies associated with senior officials. Money has been paid to phantom companies that have done no work for the assembly," said the sources.
The latter from the commission seems to have jolted Mr. Otieno into action, he was last week seen in Nairobi frantically trying to reach out to some officers at the commission in an effort to get an extension to a latter that had earlier been drafted to Nyangume Enterprises. The letter had a ten day window in which the money was to be refunded.The Weekly Vision has not established if the extension was given. Mr. Otieno has even adapted a system of trying to bypass the Anti-Corruption regional office Nyanza that is based in Kisii, he now wants to deal directly with the head office in which he reckons 'They are easy to handle'

The Weekly Vision has also established that just after the registration of Nyangume Enterprise was completed, the people behind it using unscrupulous staff at the register of companies managed to change the names of the directors.Perhaps, knowing all along that the intention was to siphon money out of the assembly coffers using Nyangume Enterprise as a vehicle, they did all they could to seal any loopholes.What they forgot to do however or they may have tried and failed was to change the names of the Directors at the bank.Before a bank opens an account they would normally get in touch with the register of companies to satisfy themselves that the details provided by a new client marches those at the register. The search come out positive and it is immediately after this transaction was concluded that the name change took place.
Some times back in September 2017, Homabay Governor, Cyprian Awiti’s office went up in flames over a suspected arson attack. The building which is situated in the middle of Homabay town caught fire at night.Earlier during the same week officers from the ethnics and anti corruption had visited the offices to investigate an alleged loss of Sh.5 Billion that was misappropriated by senior county official.
