HOW KPC IS LOSING BILLIONS OF SHILLIGS THROUGH A CORRUPT CARTEL

 The Kenya Pipeline Company Limited chairman Mr. John Ngumi in collusion with his CEO Mr. Joe Sang have presided over the loss of one billion shillings at the state owned parastalal.
In an apparent abdication of their responsibilities to ensure that state resources are well utilized, the two have instead gone to bed with a corrupt cartel out to fleece the public of their money through a dubious procurement system.
That corruption is eating a away at KPC with the chairman of the board as the driver and the CEO as the conductor is no longer news, what is news however is the brazen manner the system has been maintained to the disadvantage of  the poor tax payer.
for example under their watch, a company called Aero Dispensers Limited  was awarded a tender to supply hydrant pit valves for the JKIA airport at a cost of USD 6,400,000 (Ksh 600,000,000) the company was paid a down payment of 40% and the money was cashed at National Bank Times tower branch. This was done before delivery of items was done, contrary to government procurement regulations.
This case was reported to the EACC who on their part made recommendations to the ODPP to charge all people who were involved in the transaction, to date since august of 2015 no one has ever been charged. The prices were exaggerated to the tune of USD 5,000,000 (500,000,000) in the process KPC lost over 500 Million.
According to the investigations carried out by The Weekly Vision the purported communication from Aero Dispenser Limited Purporting to have been granted a local agency was all but a fraud. Sources within CLA-VAL of Canada who are the manufacturers aver.

Investigations have now revealed that Aero Dispensers Limited is a brief case company claiming to operate an office at Development House room no. 6, the truth is that no such office exists.
Perhaps the question should be asked on why money was cashed at National Bank on a Saturday.
Aero Dispenser has never made any returns with KRA. Confirm! So the government not only lost money at KPC but taxes were never paid.
THE MAN Mr Stanely Manduku who has since been suspended, gave a legal opinion to the then acting. Md Flora Okoth that the balance of Ksh 350,000,000 should not be paid as the entire transaction was an illegality.
