The Ethics and Anti-Corruption
Commission has asked qualified individuals to apply for the position of Chief
Executive Officer through advertisements that has been appearing in the daily
papers over that last two weeks.
The current CEO, Halakhe Waqo has
served his non-renewable six-year term that is coming to an end.
It is now emerging that one of the applicants
to the position is current Deputy Secretary/Chief Executive Officer, Technical
at the commission Mr. Charles Mubea.
However experts are questioning why Mr.
Mubea should be applying for the position in the first place. He knows he does not qualify. The applicant
to this position must be a holder of a Master’s degree.
Mr. Mubea was once suspended from the
commission in March 2015 for a month in a move insiders said at the time was to
pave way for investigations. The suspension came in the wake of a self-audit by
EACC investigators which suggested that he lacked integrity in the execution of
his duties.
The suspension was later rescinded by the
commission on grounds it was unprocedural, only for him to be suspended again
in April of the same year for 90 days over the sale and transfer of Integrity
Centre Building, the commission’s headquarters.
