Engineer Silas Kinoti, the current acting Director General of Kenya
Urban Roads Authority could soon find himself in similar situation as his
former cabinet secretary Eng. Michael Kamau who is now facing corruption related
charges in the courts of law. This is in relation to the un-ending situation concerning
the yet to be finalized project of Outer Ring Road.
According to impeccable sources both at Directorate
of Criminal Investigations DCI and the Ethics and Anti-corruption Commission,
various variations in designs on Outer Ring road were un-procedurally carried
out in which the taxpayer is feared to have lost billions of shillings.
Sources have informed The Weekly Vision online
that State House is so mad with the development and controversies facing the
fate of Outer Ring road which was meant to be President Uhuru Kenyatta’s
flagship road project in Nairobi to rival former president Kabaki’s Thika Super
highway.
The following questions now haunt
Eng. Kinoti
1.
Why delays in construction,
budget overshoots, design variations and lack of proper planning.
2. When is the project being launched given that it is behind schedule by
close to one and a half years?
Sources hinted to this website that no new date for the launch has been set as
Eng. Kinoti keeps asking for more time?
3. Why the project cost shot from sh. 7.5 billion to sh. 9.2 billion
representing a variation of close to
25 per cent but interestingly reduced the width of the main carriage way to 7.5
meters from 9 meters and excluded the bus rapid transport (BRT) line, bridges
and flyovers.
4 .Where is the Sh880 million the Government pumped in in April this year
to construct 11 footbridges at an
average cost of Sh80 million per bridge? So far only one bridge has been put up
at Baba Dogo.
5. Eng. Kinoti is also being questioned to explain why a four-leaf clover
that was in the original design at
the intersection with Jogoo Road and Donholm was changed into a three-leaf
inter-section and a roundabout introduced joining Manyanja Road.
6.
Why the road up-to-date lacks bus
stops, and pedestrians have to jump over guard rails and drainage trenches
while crossing the road.
