HOW KENYA PRISONS BOUGHT FAKE ‘BULLET PROOF’ JACKETS


The EACC has already questioned Post-Training and Skills Development Principal Secretary Alfred Cheruiyot and former Sports Principal Secretary Richard Ekai over the scandal the commission says violated the Public Procurement and Disposal Act.



The Ethics and Anti-Corruption Commission (EACC) has halted payment of Sh3.6 billion which was to be paid by Kenya Prisons to various firms before delivery of security items. The payment was to be made despite of the fact that there was no tender performance security or bank guarantee
The EACC has already questioned Post-Training and Skills Development Principal Secretary Alfred Cheruiyot and former Sports Principal Secretary Richard Ekai over the scandal the commission says violated the Public Procurement and Disposal Act.

The tenders included the supply of bullet proof vests and plastic helmets amounting to Sh2.2 billion. The tender was awarded to Firetruss Systems.
The investigations by the EACC is as a result of the report by Auditor-General Edward Ouko who had put the Kenya prisons department on the spot for acquiring fake bullet-proof jackets that cannot protect the warders from knife stabs or bullets.

The 600 jackets are said to have been procured and received in batches of 300. The Auditor-General faulted the quality of the jackets for lacking ballistic plates which act as complementary armor in case of an attack
