KISUMU COUNTY GOVERNOR MAY HAVE BEEN DUPED INTO SIGNING A FAKE DOCUMENT FOR CONSTRUCTION OF 5,000 HOUSING UNITS.

 Efforts by the County Government of Kisumu to provide decent houses to its residents and county public servants through a check off system may have been hijacked by individuals close to the governor for selfish gains, The Weekly Vision has established.

The housing plan was designed to benefit county employees with a repayment period of 10 years through a check off system; it now appears the well thought out housing plan may have collapsed.




Crooks and busybodies who hang around the governor may have taken advantage of their close proximity to him in swindling millions of shillings from an innocent yet gullible contractor by flashing around the Kisumu County Integrated Development Plan on housing. The Kisumu County Integrated Development Plan is the County’s development blueprint that outlines the programmes and projects which Kisumu County intends to implement during the five-year period starting 2018 to 2022. Among plans highlighted in the document is the construction of decent houses. It’s the housing sector that seems to have attracted crooks perhaps due to the huge budgetary allocation involved.


A suspicious looking document inform of an agreement now in our possession, was signed on the 8th March 2019 allegedly by governor Peter Anyang' Nyong'o on behalf of Kisumu County Government and Mr. V. C Ganti for Capital construction Co. Ltd The agreement gives the mandate to the later to put up 5,000 units on land that is to be provided by the county government. The cost of the project is a staggering $125,000,000.00.  The county government website https://www.kisumu.go.ke was down at the time of doing this story.

According to the agreement, the project shall be funded by Capital Construction Co. Ltd which is subject to the Sovereign Guarantee issued by the Kenya National Government and the CEO of the implementation committee of the housing project is also the chairman of Capital Contraction Co. Ltd, in this case the contractor will be supervising themselves.
The Weekly Vision has however learned that no such land is available at the moment and that the chairman of Capital Construction co. Ltd Mr. Ganti never travelled to Kisumu for the signing ceremony putting into question who signed the document on his and the governors  behalf?
After thorough investigations by our team we strongly believe that this project was a scheme cleverly designed to hoodwink a contractor who was made to believe that by releasing “facilitation fee” upfront he or they would at the end be awarded with the contract to build the 5,000 houses in Kisumu.
There was no public participation which is a constitutional requirement specifically, Article 1 that states that sovereign power belongs to the people and Article 10 (2) (a) and the Fourth Schedule Part 2 (14) of the Constitution of Kenya.

The construction company has in the past been a subject of a court disputes, once with Equity bank; the directors accused the bank of attempting to appoint receivers to take over the firm for defaulting on a loan of Sh 650 M. The High Court directed three of the firm’s directors to pay Equity Sh650 million plus a 24 per cent annual interest from July 2010, until payment was made in full. The default judgment was entered after the contractor failed to appear in court to defend the counter claim.
Yet in another Civil Case number 312 of 2012 between Capital Construction Company and a state agency the National Water Conservation and Pipeline Corporation, the company was sued by the agency for failing to complete the construction of the agencies’ headquarters on time. Construction for the headquarters, through contract no. NWCPC/HQ/13/06/07 for the amount of kshs. 485,400,820/- was to have commence on 24th April, 2008, but probably due to the companies inefficiency they never completed the project.
