CS Charles Keter and KETRACO Managing Director Fernandes Barasa are embroiled
in a tendering dispute worth billions of shillings. The fight through proxies
is now threatening to derail one of President Uhuru Kenyatta’s big for agenda,
connecting people to the national power grid. The fight is said to have
attracted the attention of the Ethics and Anti-Corruption Commission and the
Directorate of Criminal Investigations.
Investigations
by the Directorate of Criminal Investigations DCI and the Anti-Corruption
agency EACC over inflated and suspicious tenders and the evaluation processes
involving a number of contacts could lead to the arrest and possible
prosecutions of those involved.
The
issue has raised eyebrows in the energy sector and it is feared this could
plunge the operations at the KETRACO into disarray. A source within KETRACO
intimated to The Weekly Vision that the projects have come to a halt as a result of
deep rooted personal interests pitting loyalists of the managing director and
those loyal to CS Charles Keter.
So
vicious is the acrimony between the two camps that the exercise has now drawn
the attention of investigating agencies who are working hard to get to the
bottom of the fight and in the process stop the rot facing the energy sector.
Mr.
Baraza is still smarting from the controversial Suswa-Loyiangalani transmission
line scam that nearly ended his career at KETRACO. He has tried putting his
foot down against pressure from the parent ministry to award the lucrative
tenders to preferred firms. Sources say that he was the one who ‘’allegedly’’
complained of interference from the parent ministry to the DCI who are now
investigating the matter.

Développement (AFD) and is to be used for Reinforcement of Electricity
Transmission Network (RETNET) part of the money is also set to be used payments
