Residents of Busia County are up in arms against their County government’s plans for a multimillion shillings budget to construct a new governor’s residence. Instead, they are demanding that the money should be allocated to cater for other pressing issues.
The County leadership has taken from the public, part of Kshs. 3 billion budget proposal for the next financial year but the residents have rebelled against most of the proposals accusing the crafters of the budget of mischief and impunity.
Speaking to The Weekly Vision online in Busia town last week, Western Development Initiate Association (WEDIA) boss Mr. Barasa said: “We are opposed to it as we see no sense at all how a Busia governor's temporary residence can be allocated Ksh20 million for refurbishment, Ksh90 million for a new one and ksh10 million for the purchase of land for the same when a county medical training college meant to serve the whole County and beyond has been allocated a mere Ksh 82 million.
“The budget is just un realistic and we demand that it be rejected, amended and be brought back to the people as we did not vote for devolution to open doors for governors to eat,” said Mr. Barasa adding that it was clear that the budgetary proposals were deliberately bloated with mischief.
He says that it also contains an ongoing project namely irrigation under feasibility which is allocated Kshs1.7 billion where as budget for buying graders for the county is only Kshs 86 million that defies a realistic costs at the current market rates.
The WEDIA boss said: “we know that a single grader costs around Kshs 30 million so with Kshs 86 million only two or may be three will be purchased which of course cannot serve the entire county of seven constituencies given the bad state of our roads that require sufficient funds. More money should be allocated towards the buying of graders so that the county is served efficiently.
